Agreement Aims to Streamline Grant Application Process for DPMWD Upgrades
The SSWD and DPMWD Boards of Directors have approved a Memorandum of Understanding (MOU) to streamline the grant writing and application process for securing funding for essential upgrades to DPMWD’s infrastructure.
The MOU authorizes SSWD staff to manage the preparation and submission of grant applications on behalf of DPMWD. This arrangement leverages SSWD’s resources and expertise to help ensure efficient and timely grant applications.
By entrusting SSWD with the responsibility of handling grant applications, the MOU optimizes the use of resources. SSWD's staff will oversee the extensive and time-consuming process, allowing DPMWD to focus on critical operations.

Progress Update: Grant Application Advances for DPMWD Infrastructure Upgrades
In June 2024, SSWD submitted a grant application on behalf of DPMWD to the State Water Resources Control Board’s Division of Financial Assistance. The application, part of a competitive process, seeks funding for critical upgrades to DPMWD’s infrastructure.
The Distribution Main Replacement Priority 1 Level project has been identified as a strong candidate for grant funding. This project focuses on replacing aging water distribution mains in the DPMWD area to improve water quality, reduce leaks, and enhance system reliability.
Grant eligibility requires projects to be at a 90% design level, indicating readiness for implementation. Forsgren & Associates, DPMWD’s contracted civil engineering firm, is advancing the project design with the following projected milestones:
- 70% design completion: April 18, 2025
- Design review completion: May 3, 2025
- Draft 100% submittal: June 6, 2025
- Joint district review meeting: June 10, 2025
- Funding-ready package: June 13, 2025
Competitive grant funding is awarded as projects are approved, with priority given to districts involved in consolidation and reorganization. Although there are no fixed submission deadlines, funding criteria are subject to annual updates under the Drinking Water State Revolving Fund Program’s Intended Use Plan.
