AGREEMENT AIMS TO STREAMLINE GRANT APPLICATION PROCESS FOR DPMWD UPGRADES

The DPMWD and SSWD Boards of Directors have approved a Memorandum of Understanding (MOU) to streamline the grant writing and application process for securing funding for essential upgrades to DPMWD’s infrastructure.

The MOU authorizes SSWD staff to manage the preparation and submission of grant applications on behalf of DPMWD. This arrangement leverages SSWD’s resources and expertise to help ensure efficient and timely grant applications.

By entrusting SSWD with the responsibility of handling grant applications, the MOU optimizes the use of resources. SSWD's staff will oversee the extensive and time-consuming process, allowing DPMWD to focus on critical operations.

Progress Update: Grant Application Advances for DPMWD Infrastructure Upgrades

In June 2024, SSWD submitted a grant application on behalf of DPMWD to the State Water Resources Control Board’s Division of Financial Assistance. The application, part of a competitive process, seeks funding for critical upgrades to DPMWD’s infrastructure.

The Distribution Main Replacement Priority 1 Level project has been identified as a strong candidate for grant funding. This project focuses on replacing aging water distribution mains in the DPMWD area to improve water quality, reduce leaks, and enhance system reliability.

Grant eligibility requires projects to be at a 90% design level, indicating readiness for implementation. Forsgren & Associates, DPMWD’s contracted civil engineering firm, is advancing the project design with the following projected milestones:

  • 70% design completion: April 18, 2025
  • Design review completion: May 3, 2025
  • Draft 100% submittal: June 6, 2025
  • Joint district review meeting: June 10, 2025
  • Funding-ready package: June 13, 2025

Competitive grant funding is awarded as projects are approved, with priority given to districts involved in consolidation and reorganization. Although there are no fixed submission deadlines, funding criteria are subject to annual updates under the Drinking Water State Revolving Fund Program’s Intended Use Plan.

DPMWD Operational Service Agreement

On July 10, 2024, the Del Paso Manor Water District (DPMWD) and Sacramento Suburban Water District (SSWD) Boards of Directors entered into an Operational Service Agreement (OSA) that went into effect on August 1, 2024, and will continue through December 31, 2024.

Customers of DPMWD can expect to see SSWD vehicles in the DPMWD service area, as SSWD is now operating the water system, both during business hours and after hours for on-call services.

With the approval of the OSA, SSWD will provide field maintenance support related to water service line repairs, customer calls for assistance, well site operations, water quality monitoring/sampling, and emergency repairs. DPMWD will be responsible for the reimbursement of all services rendered by SSWD while the OSA is in effect.

If a DPMWD customer has a service request, whom should they call?
DPMWD customers should contact the DPMWD Administration Office at (916) 487-0419 during business hours, Monday-Friday, from 8:30 a.m. to 4:30 p.m. For after-hours emergencies, call the same number, and the answering service will forward your issue to SSWD’s on-call person.

What services will SSWD provide under the Operational Service Agreement (OSA)?
SSWD will provide field operations support for water service line repairs, respond to customer calls for assistance, manage well site operations, handle emergency repairs, water quality monitoring/sampling, and general maintenance support for DPMWD.

Will there be any changes to my water service during the OSA period?
No significant changes are expected. SSWD will be performing the same services that DPMWD would normally provide. Customers should continue to contact DPMWD for service requests, and SSWD will ensure that service levels are maintained at the highest level. 

Why is DPMWD using SSWD for operational support?
DPMWD is currently without operators due to the recent retirement and resignation of its staff. To ensure continued operation and maintenance of the water system, DPMWD requested assistance from SSWD.

How can I identify SSWD vehicles and staff in the DPMWD service area?
SSWD vehicles will be identifiable by their official markings and logos. These vehicles will be present in the DPMWD service area during business hours and for on-call services as needed. In addition, SSWD staff will be in uniform and will carry identification while working in the DPMWD service area.

Who is paying for SSWD’s time to manage the system? How much is it costing?
DPMWD will reimburse SSWD for all services provided under the OSA. The cost includes personnel time, vehicle and equipment usage, and any expendable supplies used during the service. The exact cost of these services will depend on the specific tasks and hours worked. 

When does the OSA end?
The OSA between DPMWD and SSWD is set to end on December 31, 2024, unless extended by mutual written agreement.
