REORGANIZATION UPDATE: TASKS UNDERWAY FOR A SMOOTH TRANSITION

SSWD and DPMWD staff are working together to finalize the reorganization of the Del Paso Manor Service Area (DPMSA) into SSWD. The following tasks are currently underway, with most expected to be completed by July 1, 2025:

  • Utility Billing Transition: DPMWD’s billing system will transition to SSWD’s system by September 1, 2025. Customers will begin receiving new bills in October 2025.
  • Preventive Maintenance (PM) Program: DPM customers will be integrated into SSWD’s PM Program, including proactive maintenance of valves, fire hydrants, meters, and production facilities.
  • Financial Model: A financial model is being developed to assess how the reorganization will affect rates and funding for future projects.
  • Grant Application Process: SSWD staff members are working with Forsgren & Associates, DPMWD’s contracted civil engineering firm, to assist with the grant application process to support infrastructure projects.
  • Employment and Organizational Structure: Existing non-contract DPMWD staff shall become employees of the combined district and be retained by SSWD.  
  • Regulatory Due Diligence: Staff are working on the Water System Permit and well permits to ensure compliance with regulatory requirements.
  • Real Property Disposition Inventory: Staff are consolidating properties, maintaining easements, and planning for surplus property disposal.
